The future of the Parkland Mall project in Muskego could be decided over the next two weeks, with the city making key decisions on financing and zoning for the $33 million mixed-use development at the long-vacant site.
Greenfield-based Ener-Con Companies Inc. is planning Parkland Towne Center, a mix of three retail buildings with a total of 54,000 square feet of space and three, four-story apartment buildings with a total of 90 units on 10.8 acres at S74 W17000 Janesville Road.
Sendik’s Food Market has committed to anchor one of the retail buildings.
Ener-Con is seeking $7.2 million in tax incremental financing. A joint review board will consider that proposal on June 1.
Ener-Con officials could not immediately be reached for comment.
The site has been vacant since 1999, when Parkland Mall was torn down. It sits in a key location at the heart of Muskego’s main commercial corridor at the corner of Lannon Drive and Janesville Road. The TIF money would be used to help clean up the property.
Ener-Con would like to begin construction next month on the project, which will probably take about four years to complete, depending on occupancy of the apartments and tenant interest in the retail, said Jeff Muenkel, director of economic development.
Before the project can move forward, Ener-Con still needs the city council to approve a rezoning request. The council deferred the request on May 10, after Aldermen Neil Borgman and Thomas Kapusta raised concerns. The council will vote May 24Â on rezoning the land from commercial to a planned use development, which allows for a mix of uses, Muenkel said.
