State brownfields grants; SBA loans

garners $1 million clean-up grant
A major redevelopment project planned for downtown Cudahy received a financial boost April 12 when the state announced that a $1 million grant would be awarded to help address soil contamination at the site.
The project is one of 14 that the state will fund through its Brownfields Grant Program, administered by the Department of Commerce. A total of $4.4 million was allocated in this round of grants.
The following summarizes the successful proposals in southeastern Wisconsin:
City of Cudahy and Gateway Real Estate, Cudahy, $1 million – The City of Cudahy and Gateway Real Estate will remediate and redevelop a 38-acre site for retail, commercial and industrial uses, including a Patrick Cudahy manufacturing facility expansion. The value of the property is expected to increase from $451,200 to $18 million. The project will create 150 production positions at an average wage of $10/hour and will leverage $8 million in additional investment.
Badger Association for the Blind, 921 N. Hawley Rd., Milwaukee, $200,000 – The Badger Association for the Blind will expand and renovate its current facility and construct a new parking lot on a former landfill and refuse transfer site. It will use its grant for demolition of the buildings on the 5-acre site and construction of an asphalt parking lot. The project will create 10 managerial, administrative, and clerical positions at an average wage of $14.42/hour and will leverage $156,641 of additional investment.
City of Burlington, $300,000 – The City of Burlington is redeveloping its downtown. The project will provide for a new 188-unit residential complex, a city park, and a new four-lane boulevard. The grant will be used for remediation and infrastructure development. The value of the property will increase from $223,900 to $14.8 million. The project will leverage $18.1 million in additional investment.
Cambeck Petroleum Corp., Walworth, $150,000 – Cambeck Petroleum Corp. plans to redevelop a .8-acre site on Highway 67 for a new convenience market. It will use its grant for site investigation, remediation and demolition. The value of the property will increase from $230,700 to $1.2 million. The project will create ten managerial and clerk positions at $9.69/hour and will leverage $226,000 in additional investment.
City of Kenosha, $100,000 – The City of Kenosha will remediate and redevelop a former manufacturing site into a park. It will use its grant for improvements to the 4.75-acre site. The project will leverage $50,000 in additional investment.
Racine County Economic Development Corp., Racine, $250,000 – for a new 17,500-square-foot central city grocery store. The grant will be used for site purchase, investigation, and remediation. The value of the property is expected to increase from $483,400 to $1.5 million. The project will create 14.5 manager, checker, and stocker positions at $12.05/hour and will leverage $425,000 in additional investment.
Rainmaker Enterprises, Inc., Milwaukee, $100,000 – Rainmaker Enterprises, Inc., plans to renovate a six-story former shoe manufacturing facility and warehouse at 215 W. Maple St. in Walkers Point and convert it into 59 condominiums. The project includes underground and outside parking and landscaping. It will use its grant for site investigation and remediation. The value of the property is expected to increase from $331,000 to $9 million. The project will leverage $3.6 million in additional investment.
Sherman Perk, LLC, Milwaukee, $100,000 – Sherman Perk, LLC, wants to renovate a .16-acre blighted former service station on Roosevelt Drive into a gourmet coffee shop. It will use its grant for rehabilitation work of the former Art Deco-style service station. The value of the property is expected to increase from zero to $285,000. The project will create two service manager positions at an average wage of $11.54/hour and will leverage $180,221 in additional investment.
City of West Allis, $500,000 – The City of West Allis plans to develop a shopping center with a Jewel/Osco on 9.78 acres of the Pressed Steel Tank Co. site at 1445 S. 66th St. The plant will be razed. The grant will be used for site remediation. Property value is expected to increase from $2 million to $15.9 million. The project will create 63 managerial, clerical and labor positions at an average wage of $12.18/hour and will leverage $5.3 million in additional investment.
The state Department of Commerce administers the Brownfields Grant Program, which provides grants to municipalities, local development corporations, and the private sector to support assessment, remediation, and return of contaminated lands to productive use.
